Citizen Outreach Group Overview The Citizen Outreach Group (COG) is comprised of county volunteers who advise the Board of County Commissioners on topics of concern; facilitate communications between the Board of County Commissioners and their constituents; and coordinate outreach events and activities to build citizen confidence in and understanding of El Paso County Government.
The COG consists of 15 members: Ten regular representatives, two from each of the County's five commissioner districts, and five at-large representatives. Both district and at-large representatives serve for three-year terms and are limited to two consecutive terms of service.
COG meetings are held on the 2nd Monday of the month and start at 10:00 a.m. For 2011, COG meetings will be conducted at the County Office Building located at 27 E. Vermijo Ave., 5th floor Finance Conference Room #537. COG meetings are open to the public, and the agenda for each meeting is posted on this webpage and in the County Office Building lobby. Citizens interested in attending COG meetings can also email the Public Information Office (PublicCommunications@elpasoco.com) for meeting details.

Kenneth Valdez to serves on the COG from Commissioner District 1, the northern portion of El Paso County including the Air Force Academy, Monument, Palmer Lake and much of the Black Forest Area. Valdez owns an insurance agency and has previously served on the board of the Tri Lakes Chamber of Commerce, the Hispanic Advisory Council and the National Association of Real Estate Professionals.

 Mindy Carney Secretary District 2 Member

Mindy Carney has lived in Colorado Springs since the fall of 2009. She is originally from Southern California and has also resided in Georgia. Mindy has a Master’s Degree in Geography from California State University, Fullerton, and she is well versed in volunteer work and community outreach. She has previously led a “Good Neighbor Donation” Committee, created a local level “Keep Georgia Beautiful” campaign and participated in numerous charity events and benefits. Mindy has been married to her wonderful husband for over four years and is looking forward to children in the future. She admires diversity and subscribes to positive thinking and working hard. Mindy is excited about the opportunity to be a part of the Citizen Outreach Group and is honored to serve the community she now calls home.

 Jan Doran Vice Chair District 3 Member

Janice (Jan) Doran and her family have lived in Colorado Springs for over 39 years. She has been actively involved in Colorado Springs community activities since 1994. Jan is the current Chair of the El Paso County Citizen Outreach Group, Vice Chair of the Pikes Peak Rural Transportation Authority (PPRTA) Citizen Advisory Committee, and Chair of Homeward Pikes Peak. Jan also serves on many other boards and committees including the Council of Neighbors and Organizations (CONO), the Sand Creek Police Substation Citizen Advisory Committee, Pikes Peak United Way, the Citizens for Effective Government, and the Colorado Springs Asset Naming Board.
Jan is the immediate past president of CONO and was instrumental in CONO becoming a driving force in our community. Jan’s expertise has been called on by many organizations in our community including the Colorado Springs Police and Fire departments, El Paso County, the City of Colorado Springs, and the Pikes Peak Area Council of Governments.
Jan received a “Special Recognition Award” in January 2008 from the Greater Colorado Springs Chamber of Commerce for her many years of service to our community. Jan’s dedication to our community, especially her support of neighborhoods, has been recognized by organizations throughout our community.
Jan and her husband, Tom, have four children and ten grandchildren.

 Barbara Cole
At-Large Member |
Barbara has lived in Colorado Springs since 1997, moving here from Indiana. She retired from Wells Fargo Home Equity and now works part time for Lowe's. She is active in her church and is the President of the Board of Directors of her Homeowners Association. Barbara believes in giving back to her community and is pleased to be a member of the COG. She is the proud mother of two daughters and loves life in Colorado.

Bob Shirilla At-Large Member
|
Robert “Bob” Shirilla is currently a Professor of Management at the Colorado State University School of Business teaching both undergraduates and graduate MBA students. He was a paratrooper and Military Intelligence Officer in the fabled 82nd Airborne Division (paratroopers) and was selected as the Outstanding Junior Officer in the United States Army. He is an Army Reserve full Colonel (retired) and received ten medals, including the Legion of Merit from the Secretary of Defense.
Bob graduated Magna Cum Laude from the University of California at Los Angeles (UCLA) with a Bachelor of Arts Degree in Economics. He earned his Masters Degree in Business Administration, with Honors, from the Harvard Business School. He currently serves on the Strategic Advisory Board of Stanton Chase International, the seventh largest executive search and management consulting firm in the world with 60 offices in 40 countries where he had previously been a Senior Partner managing the global consumer goods practice in these 40 countries.
In addition to his service on the Citizen Outreach Group, Robert is a member of the El Paso County Citizens Budget Oversight Committee, CSU Extension Advisory Committee and was appointed by Congressman Doug Lamborn to serve on the Defense Advisory Board. An avid runner, Bob completed 45 marathons in four years.

 Huy TranAt-Large Member |
Huy N. Tran retired in 2007 after serving 20 years in the US Army. While in the military, he was a medical laboratory specialist and cytotechnologist before changing to the IT/Electronics field. He also served with the US Secret Service for several years before retiring.
Huy graduated from Widefield High School and holds a dual Master’s degree in IT Management and Business & Organizational Security Management. He continues to be active in the community serving on the Board of Directors for the Festival of Lights and a member of El Pomar’s Asian Advisory Council.
Huy is currently employed by the Comcast Media Center as an Operations Manager and is also Online Faculty for the University of Phoenix. Huy and his wife, Tea-ko, live in Falcon and have three children.
