El Paso County administrative staff is recommending to the Board of County Commissioners that a question be placed on the November coordinated election ballot asking voters’ permission for the County to expend $2,044,758 in excess revenues based on limitations mandated by the Taxpayer’s Bill of Rights and restricting the use of the excess revenue only for parks and trails improvements.
