COG members are appointed by the El Paso County Board of County commissioners for a three year term. Members may serve no more than two consecutive terms. Two members are appointed from each of the five Commissioner Districts and five members are appointed to at-large positions.

Jan Doran Chair
District 3 Member
Janice (Jan) Doran and her family have lived in Colorado Springs for over 39 years. She has been actively involved in Colorado Springs community activities since 1994. Jan is the current Chair of the El Paso County Citizen Outreach Group, Vice Chair of the Pikes Peak Rural Transportation Authority (PPRTA) Citizen Advisory Committee, and Chair of Homeward Pikes Peak. Jan also serves on many other boards and committees including the Council of Neighbors and Organizations (CONO), the Sand Creek Police Substation Citizen Advisory Committee, Pikes Peak United Way, the Citizens for Effective Government, and the Colorado Springs Asset Naming Board.
Jan is the immediate past president of CONO and was instrumental in CONO becoming a driving force in our community. Jan’s expertise has been called on by many organizations in our community including the Colorado Springs Police and Fire departments, El Paso County, the City of Colorado Springs, and the Pikes Peak Area Council of Governments.
Jan received a “Special Recognition Award” in January 2008 from the Greater Colorado Springs Chamber of Commerce for her many years of service to our community. Jan’s dedication to our community, especially her support of neighborhoods, has been recognized by organizations throughout our community.
Jan and her husband, Tom, have four children and ten grandchildren.

Bernie Herpin Vice Chair

William B. (Bernie) Herpin, Jr. has lived in Colorado Springs since 1980. He served in both the US Navy and the US Air Force and retired from military service in 1985. Bernie has been very active in our community and has served on several commissions, boards, and committees. He was elected to serve a four term on the Colorado Springs City Council in 2009. In addition to serving on the COG, Bernie currently serves on the 4th Judicial Performance Review Commission, the Pikes Peak Rural Transportation Authority Citizen Advisory Committee, and the Colorado Springs Public Safety Sales Tax Oversight Committee. He has been a volunteer with the Colorado Springs Police Department for over 20 years.
Bernie currently works for Lockheed Martin Mission Services as a Senior Configuration Management Analyst at Schriever AFB. Bernie and his wife, Linda, a near-Colorado Springs native, have three daughters.

Sue Crozier Secretary
District 2 Member
Sue (Farrington) Crozier is a second generation Colorado Springs native. She graduated from Cheyenne Mountain High School and Colorado State University with a BS in Microbiology. She worked for many years in the medical and veterinary fields and as a racing greyhound trainer.
Sue became involved in El Paso County 4-H in 1981. Elected to the Livestock Advisory Committee in 1989, she was the EPC Fair Livestock Sale Manager for 13 years. She was a member of the EPC CSU Extension Advisory Board for 6 years as the 4-H Agriculture representative. Sue is currently a member of the EPC Fair Advisory Board and the EPC Fair Association. Sue also is an active member of the American Legion Auxiliary Unit #5, Peyton School District Accountability Committee, the Republican Party, and is the High Plains District Advancement Chairman, Boy Scouts of America. Sue and CPA husband Gary live in rural Calhan and have one son, Kevin, an electrical engineer in San Jose, California.

Margaret "Peg" LeClair
District 2 Member
Margaret "Peg" LeClair is a systems engineer/analyst with extensive experience in systems development, integration and management. She has served on the City of Colorado Springs Lodgers and Automobile Renters Tax Committee as well as the Pikes Peak United Way Fund Allocation Committee. LeClair serves as a representative from Commissioner District 2 which extends from the east side of Colorado Springs to include most of rural El Paso County including the Peyton, Calhan and Ellicott.

Dianna Perkins At-Large Member
Dianna Perkins serves as an At-Large representative on the COG. She is a 15 year resident of El Paso County. In addition to doing Financial Planning for Mutual of Omaha, she is also a speaker for Stone Croft Ministries. She is married with 2 children..
She became a COG Representative to help bridge the gap between County Officials and the citizens of El Paso County.
Huy Tran
At-Large Member
Huy N. Tran retired in 2007 after serving 20 years in the US Army. While in the military, he was a medical laboratory specialist and cytotechnologist before changing to the IT/Electronics field. He also served with the US Secret Service for several years before retiring.
Huy graduated from Widefield High School and holds a dual Master’s degree in IT Management and Business & Organizational Security Management. He continues to be active in the community serving on the Board of Directors for the Festival of Lights and a member of El Pomar’s Asian Advisory Council.
Huy is currently employed by the Comcast Media Center as an Operations Manager and is also Online Faculty for the University of Phoenix. Huy and his wife, Tea-ko, live in Falcon and have three children.

Gary Nance District 4 Member
Gary Nance is a fourth generation Coloradoan having been born and raised in the San Luis Valley. Gary served in the US Army as an Operations and Intelligence Operator. After leaving the Army, Gary worked for Uniroyal and John Deere before beginning a 30-year career in law enforcement. He is a retired Colorado State Patrol trooper finishing as a Shift Commander. He also retired as the Deputy Chief of Police for the Fountain Police Department. While in law enforcement, Gary worked numerous Presidential details, the NATO conference, and the Governors’ conference. He served on the Colorado State Patrol PPA Board representing all Patrol NCOs.
Gary has bachelor degrees in Business Administration and Marketing and is working on dual master degrees in Public Administration and Business Administration.
Gary has six children and ten grandchildren.

Kenneth Valdez District 1 Member
Kenneth Valdez to serves on the COG from Commissioner District 1, the northern portion of El Paso County including the Air Force Academy, Monument, Palmer Lake and much of the Black Forest Area. Valdez owns an insurance agency and has previously served on the board of the Tri Lakes Chamber of Commerce, the Hispanic Advisory Council and the National Association of Real Estate Professionals.

Dave Sered District 1 Member
Dave Sered serves as representative from Commissioner District One on the COG. He is the Director of Government and External Affairs of Southern Colorado of Comcast Cable Communications, Inc. In that capacity, Dave is Comcast’s liaison and spokesperson with assigned local constituencies including: elected and appointed officials, community groups, civic groups and organizations.
He received his Juris Doctorate from John Marshall Law School and a B.A. in History from the University of Illinois at Chicago. Since 1999, Dave has served as an Adjunct Professor of Business Law and History with DeVry University. He also serves as adjunct faculty for the University of Phoenix.
Dave also serves on the El Paso County Planning Commission, the Colorado Springs Utilities Public Advisory Board, and the Board of Directors for Cheyenne Village.
Dave resides in Colorado Springs with his wife Tracy and 4 children.
His term extends through December 2011.
Conrad Schaap At-Large Member
Vice Chairman
Conrad J. Schaap served in the U.S. Army and, when released, came to Colorado Springs in November 1961. Conrad worked as an Electrical Engineer for Kaman Sciences, which later was bought by ITT and remains in Colorado Springs. Conrad worked for Kaman Sciences for 33 years and retired in December 1995. He also worked in the area of Research and Design on government contracts with the Department of Defense (DOD).
Conrad and Mildred, his wife of 53 years, raised two boys, both born in Colorado Springs: Curtis is an Electrical Engineer/Project Manager for ITT. Todd is a Bio-Chemist for the City of Colorado Springs. Conrad and Mildred have four grandchildren, all living in Colorado Springs. Conrad has been a volunteer in many areas, but primarily in and through his church. Conrad ends his second consecutive 3-year term on the COG at the end of 2010.

Bob Null At-Large Member
Robert (Bob) L. Null has lived in Colorado Springs over 22 years. Bob has a Bachelor and Master of Science in Education from Arizona State University. He served 35 years in the Air Force (Airman, NCO, Junior Officer, Senior Officer) retiring as Colonel. He is also a retired Vice President of Science Applications International Corporation and is a major stock holder and on the Board of Directors of a local internet service provider
Bob is married to Theresa and together they share 8 children. He has political experience in city and county governments. He has also taught at the University of Maryland (Math), high school religion classes, and holds a Colorado Substitute Teacher Certificate.
His community activities include: El Paso County Planning Commission, Colorado Springs City Planning Commission (Past Member), El Paso County Citizens Outreach Group (COG), El Paso County Code Committee, El Paso County Citizens College Committee, Colorado Springs Citizens Academy Committee, and Colorado Springs Telecommunications Policy Advisory Committee (Past Member). Bob Null was elected to the Colorado Springs School District 11 Board of Education in November 2007 for a four year first term.

Jason DeGroot At-Large Member
Jason DeGroot is a systems analyst and tactician. He sees volunteer service on the COG as an opportunity to help define issues that should be brought to the attention of community leaders and to help identify and implement solutions. DeGroot is appointed as an at-large representative on the COG.
