El Paso County is proud to host the Fall 2024 Citizen College with sessions held October 21 – 26. The Citizen College is presented by the El Paso County Citizen Outreach Group.

Space

Mission of Citizen College:

To serve as an introductory program to better connect citizens to the services and major functions of El Paso County.

  • Meet elected County officials and the individuals who manage county operations and services.
  • Learn the difference between city, county, and state responsibilities.
  • Enjoy behind-the-scenes tours of key County buildings and elected offices.

Course Specifics

Session 1 | County Government

  • What does a County Commissioner do?
  • How does the county develop the Budget?
  • Land Use

Session 2 | Public Works & Emergency Management

  • Who are Public Works, and what do they do?
  • What are the capabilities and constraints of our Emergency Management team?

Session 3 | Assessor, Clerk & Recorder, Treasurer & Tour of Citizen Service Center

  • Date: Wednesday, October 23

Session Focus:

  • Property Taxes Overview
  • Role of the Treasurer
  • DMV, Licensing, Elections (including tour of election activities)
  • Tour Only: Public Health, Department of Human Services, Pikes Peak Workforce Development

Session 4 | 4th Judicial District Attorney

  • Time: 5:30 p.m. – 8:30 p.m.
  • Date: Thursday, October 24

  • How cases go through court – 4th Judicial District
  • Overview of Court System and Jury System

Session 5 | Public Safety & Criminal Justice

  • El Paso County Sheriff’s Office & County Jail
  • Office of the Coroner

Session 6 | Parks & Community Services

  • Time: 3:00 p.m. – 6:00 p.m.

  • How Parks and Community Services helps El Paso County thrive outdoors
  • Tour: Bear Creek Park and family hike
