Natalie Sosa, Interim Executive Director

Natalie Sosa has a distinguished career in public service and communications. With 15 years of dedicated service in El Paso County, she has consistently demonstrated her commitment to the community and her passion for effective communication. Her journey began as a telecommunicator, ensuring residents’ and first responders’ safety through timely and effective communication. She then progressed through various roles within the Sheriff’s Office, including an important position as a Public Information Officer. In this capacity, she honed her skills in disseminating vital information to the public and the media, helping to keep the community informed during critical situations and emergencies. Her ability to communicate effectively under pressure and provide accurate information made her an invaluable asset to the office.

Natalie Sosa is currently the Interim Executive Director of Communications, leveraging her extensive experience and expertise in public information. In this role, she plays a pivotal part in shaping and executing communication strategies, ensuring accurate and timely information dissemination to the public and the media.

Scott Anderson, Communications & Public Relations Manager

Scott Anderson serves as the Communications & Public Relations Manager for El Paso County, where he leads strategic communication initiatives, manages media relations, and acts as a Public Information Officer for several departments including Public Works, Finance, and Emergency Management. He produces and hosts Beyond the Dais, the County’s official podcast, and assists in organizing high-profile community events such as the El Paso County Fair and State of the Region.

Scott brings over a decade of experience in public affairs, having held communication roles in local government, nonprofits, and Fortune 500 companies across industries such as hospitality and technology. His work has included developing award-winning content, managing crisis communications, and fostering engagement through innovative channels. He holds a Bachelor of Science in Broadcast Journalism from Utah State University and has a passion for storytelling that strengthens public trust and community connection.

Amy Jo Fields, Marketing Communications Manager

Amy Jo is an El Paso County, Colorado native. She grew up in the Falcon-Peyton Area and graduated from Falcon High School. Amy Jo spent her childhood participating in the El Paso County 4-H program and as a member of the Pikes Peak Rangerettes. After high school, she served as an ambassador for the western heritage and agricultural industry as an El Paso County Fair Queen, Pikes Peak or Bust Rodeo Girl of the West, and Miss Rodeo Colorado.

Amy Jo attended the University of Colorado at Colorado Springs before transferring to Colorado State University in Fort Collins, Colorado, where she obtained a Bachelor of Science in Civil Engineering. Deciding to pursue her passions instead of an engineering career, she worked for the Professional Rodeo Cowboys Association managing stock contractor memberships, special events, and was the National Convention Director.

In 2020, Amy Jo joined El Paso County as the Marketing Communications Manager, planning, directing, and coordinating marketing policies and programs. She also oversees brand development and reputation.

Michael Madsen, Open Records Manager

Mike Madsen is the Open Records Manager with the El Paso County Communications Department and has served in this role for over four years. Prior to joining the county, Mike was a math teacher at Air Academy High School located on the United States Air Force Academy. During his fourteen years there, he taught courses in Algebra, Geometry, Calculus, and his favorite, Chess Theory.

Mike is a 2005 graduate from San Diego State University, where he earned his bachelor’s degree in mathematics and in 2011, earned his master’s degree in mathematics from UCCS. He and his wife Cindi moved to Colorado Springs nearly 20 years ago and absolutely love it here. Together they have raised three amazing kids and two super spoiled cats. He enjoys participating in all kinds of sports but his favorite pastime is playing chess.

Dominic Manzo, Communications & Public Relations Coordinator

As the Communications and Public Relations Coordinator for El Paso County, Dominic Manzo splits his time between open records requests and the maintenance of internal and external County communications. He started the newly created role in the spring of 2025.

In the past, Dominic attended the University of Michigan in Ann Arbor and double majored in Communication and Media and the German language. Before joining El Paso County, he worked for 2 years as a judicial clerk with the 1st Judicial District in Jefferson County, CO, where he processed legal filings for domestic and juvenile court proceedings.

In his personal pursuits, Dominic writes, records, and performs original music. On any given day, he can be found playing tennis, climbing, watching basketball, or enjoying a history podcast.

Nancy Nelson, Senior Audio-Visual Specialist

Nancy has worked for the County as an A/V specialist for over 15 years. Her background is in the world of video production and has been developing her skills for over 30 years. Before the County, she worked in production houses and also freelanced.

Nancy has lived in the Pikes Peak region for 40 years. She graduated from UCCS with a bachelor’s degree in Mass Communication. Her hobbies are cooking, gardening, and watching movies.

Blake Nielsen, Audio-Visual Production Engineer

Blake Nielsen is an accomplished Audio-Visual Production Engineer with extensive experience in video production, live broadcasting, and technical system management. Known for delivering high-quality content, Blake has played a key role in producing impactful video series such as Dead on Arrival, Tough Jobs.

In his role at El Paso County, Blake manages end-to-end AV production, from pre-production planning, video production, to post-production editing, ensuring projects meet both technical standards and communication goals. He is skilled in operating and maintaining professional equipment, including Blackmagic cinema cameras, drones, and advanced editing systems, with superior knowledge of how technology works together to produce polished, engaging media. Beyond his technical skillset, Blake is passionate about innovating workflows, mentoring through example, and bringing stories to life that connect communities.

Pamela Preston, Accessibility & Compliance Webmaster

Pamela Preston serves as the Accessibility and Compliance Webmaster for El Paso County. In her role, she leads digital accessibility initiatives and oversees El Paso County’s digital presence, managing 16 public-facing websites encompassing more than 10,000 pages. In addition, she leads county-wide accessibility efforts, ensuring both web and document compliance, and provides website and accessibility guidance and training to more than 100 website editors across departments.

Pamela brings over 20 years of experience in marketing, public relations, communications, design and project management. Her work has included developing content and communications for education, non-profit and government entities. She earned a Bachelor of Arts in English from California State University and is dedicated to encouraging and fostering understanding, learning and growth through her work.

Joshua Sie, Audio-Visual Programs Technician

Born and raised in Colorado Springs, Josh began his journey in media production in high school and further developed his interests while earing his bachelor’s degree in communication. Josh is an award-winning filmmaker and has worked professionally in multi-media production for over 10 years. His experience in audio visual production ranges from audiobook and podcast production to video production, photography, and graphic design.

In his free time, Josh enjoys riding bicycles and hiking with his dog.
