El Paso County is committed to providing equitable access to those who visit our site.

Our ongoing accessibility efforts align with the Web Content Accessibility Guidelines (WCAG) version 2.1 published by the World Wide Web Consortium (W3C), Level AA criteria. These guidelines not only ensure technology accessibility for users with sensory, cognitive, and mobility disabilities but also enhance usability for all individuals, regardless of ability.

El Paso County is committed to making its website and digital content accessible to as many people as possible. We are actively working to increase the accessibility and usability of our online technology, adhering to U.S. Federal Government Section 508 Guidelines, as well as the rules established by the Colorado Office of Information Technology.

Process for Requesting Accommodation or Providing Feedback

We appreciate your patience as we continue to make improvements. If you have difficulties accessing information on this website, accommodations or modifications will be available for individuals who require assistance. Please note, due to current technology constraints, there may be some situations where we may be unable to information in an accessible format (complex content or archive content that was created in another format and later digitized, or no longer considered in active use as defined by the State of Colorado’s definition of “Active Use” in 8 CCR 1501-11 Technology Accessibility Rules). We are continuously monitoring these sections and will implement accessible solutions as technology advances.

  • Each request is reviewed on a case-by-case basis. We aim to respond to all communications within two (2) business days to begin the process for accommodations, addressing accessibility barriers, or providing feedback.
  • Reasonable accommodation or modifications are provided at no cost to the requester.
  • Accommodation requests that would impose an undue financial, technical, or administrative burden on El Paso County may not be fulfilled as requested.

I affirm that I am submitting my electronic email address and telephone number for the purpose of receiving future electronic communications from El Paso County related to this Reasonable Accommodation or Modification or Report Inaccessible ICT Request. I request that this information be kept confidential under C.R.S. § 24-72-204(2)(a)(VII).

Please note that other information you submit, including your name, may be subject to release under the Colorado Open Records Act.

Timeline for Complex Accommodation Requests or Reported Inaccessible ICT

Within 15 calendar days after receipt of the request or reported issue, the El Paso County Webmaster will contact the person initiating the request or reported issue for a meeting to discuss the submitted information and the possible resolutions. Within 30 calendar days of the meeting, the El Paso County Webmaster will respond in writing, and where appropriate, in a format accessible to the person submitting the request or a reported issue. The response will explain the position of El Paso County and offer options for substantive resolution.

If the response by the El Paso County Webmaster does not satisfactorily resolve the issue, the person making the request/report and/or his/her designee may appeal the decision within 15 calendar days after receipt of the response to the Deputy County Administrator Office or their designee.

Within 20 calendar days after receipt of the appeal, the Deputy County Administrator or his/her designee will meet with the person making the request/report to discuss the submitted information and possible resolutions. Within 30 calendar days after the meeting, the Deputy County Administrator or his/her designee will respond in writing, and, where appropriate, in a format accessible to the person initiating the request or reported issue, with a final resolution.

How We Are Implementing Accessibility

Website Testing and Remediation

  • We conduct automated and manual testing of El Paso County webpages for accessibility and quality assurance.
  • We continue to test and remediate our digital products in an effort to provide continuous improvement of our sites, applications, and information and communication technology (ICT).
  • In addition, we make use of tools such as the Web Accessibility Evaluation Tool (WAVE), Colour Contrast Analyser and other automated and manual testing tools.

In the Workplace

Current employees needing workplace accommodation should contact Human Resources for support at HR@elpasoco.com.

Prospective employees who have been invited to interview for an employment opportunity should work directly with the person arranging the interview.

Training

We are currently building out an accessibility training program for all El Paso County employees.

Procurement

We have developed systems and processes to ensure all digital products we procure meet established technical standards by including accessibility assurances in contracts, requiring vendors to complete a Voluntary Product Accessibility Template (VPAT) also known as an Accessibility Conformance Report (ACR), and validating the accessibility information we receive.
