December 30, 2024 – Dr. Emily Russell-Kinsley was sworn in as El Paso County Coroner during a ceremony Monday at the El Paso County Coroner’s Office. The ceremony marked her official transition into the role following her appointment by the Board of County Commissioners after Dr. Leon Kelly’s resignation.

Dr. Russell-Kinsley began her career as a medical examiner in 2012 and has been recognized for her leadership and contributions to the field. Since 2018, she has served as the Deputy Chief Medical Examiner for the El Paso County Coroner’s Office, bringing a wealth of experience and expertise to her role.

In 2019, she was appointed the Colorado Cold Case Task Force forensic pathology representative. Additionally, she has been a Colorado Coroner’s Association Board of Directors member since 2019, working to enhance practices and policies in coroner offices statewide. Her involvement in legislative matters reflects her commitment to improving the coroner system in Colorado for the benefit of communities across the state.

“I am deeply humbled and honored to take the oath as El Paso County Coroner,” Dr. Russell-Kinsley said. “I take this responsibility seriously and am grateful for the trust placed in me. Having worked alongside such a dedicated team, I am fully committed to continuing the mission of this office. Together, we will ensure that our work remains focused on serving our community with the highest level of care, integrity, and professionalism.”

Under Dr. Russell-Kinsley’s leadership, the Coroner’s Office will continue its essential functions of determining causes of death, conducting forensic investigations, and supporting law enforcement and public health agencies.
