June 11, 2025 – El Paso County has selected Recovery Monitoring Solutions (RMS) as the new provider for the Useful Public Service (UPS) program, which facilitates court-ordered community service for individuals within the Fourth Judicial District who have been administered community service sentences.

The County thanks Front Range Community Service for their dedicated service over the years and their role in successfully supporting the administration of mandated community service throughout El Paso and Teller Counties.

Effective July 1, 2025, RMS will be the Fourth Judicial District UPS program provider. RMS serves as an agent between the courts and the community by administering community service sentences imposed in lieu of, or in addition to, fines, restitution, and jail terms or as a condition of probation. The organization partners with non-profit and government agencies to place participants in appropriate work assignments that benefit the community and support accountability and rehabilitation.
