August 31, 2026 – El Paso County is inviting residents, businesses and stakeholders to review the latest draft of the County’s Land Development Code and provide feedback as the update process continues. The newly released draft combines Modules 1 and 2 into a single document and is now available for public review on the project website.
The consolidated draft includes Zoning Districts and Uses and Development Standards, covering zoning districts, land uses, site design, landscaping, parking, signs, subdivision standards, lighting and other regulations that guide growth and development in unincorporated El Paso County. The update aims to streamline development processes and make them clearer and more efficient.
Module 1, Zoning Districts and Uses, provides zoning districts, dimensional standards and permitted land uses. Module 2, Development Standards, includes proposed updates to parking and access, landscaping and screening, site and building design, signs, lighting and subdivision requirements.
The draft reflects input received from County staff, the Land Development Code Working Group and the Planning Commission, marking an important milestone in the update process. The work is not complete, and community feedback remains an essential part of developing the final Land Development Code.
“Public participation is a critical part of this process, and we encourage everyone to review the draft and share their feedback,” said Meggan Herington, Executive Director of the Planning and Community Development Department.
Community engagement opportunities and public input events will take place throughout August and September. Residents are encouraged to review the draft and visit the project website for upcoming meeting dates, locations and opportunities to provide feedback.
