Fleet Management in El Paso County is responsible for providing transportation and construction equipment to 21 organizations, ensuring that these assets are available to support citizen services. To measure performance, the division tracks “Fleet Readiness,” which calculates the percentage of time vehicles and equipment are available versus unavailable due to maintenance or mechanical issues, aiming for a target of 95%. The data is collected using the Fleet Management System and has shown that the County’s investment in maintenance and replacement programs has helped maintain Fleet Readiness above the target. This data also allows for in-depth analysis of readiness by asset category, guiding future purchasing decisions based on performance. The Facilities Condition Index (FCI) is a critical metric used by El Paso County to assess the condition of its facilities by comparing the total deferred maintenance costs to each building’s replacement value. The County tracks FCI using the MyFacilityInformer tool, helping to prioritize and plan maintenance needs based on available resources. Rather than using the traditional FCI scoring method, the County applies the Life Remaining Scale, which presents facility conditions based on the percentage of useful life remaining. In this approach, a 90% rating signifies that a facility is “On Track,” providing a clearer representation of long-term maintenance needs. This data-driven approach supports the County’s objective of maintaining and improving facility conditions through a Facilities Management System that assesses overall conditions and costs, guiding effective maintenance and rehabilitation efforts.

The El Paso County Parks & Community Services Department is updating its park maintenance strategy to better manage its assets and meet growing recreational needs. By implementing a Parks’ Condition Index, the County can systematically assess the state of trails, sport fields and sport courts, playgrounds, and other assets. This data will guide budgeting, maintenance, and strategic planning, while a new Computerized Maintenance Management System (CMMS) will help streamline maintenance tasks. Collecting and using this data will ensure that parks remain safe, vibrant, and accessible for residents.
