The Facilities Condition Index (FCI) is a vital measure used to assess the current condition of the major facilities owned and operated by El Paso County. The ratio determines the total cost of a facility’s deferred maintenance backlog by its current replacement value (CRV).
Building conditions deteriorate when ongoing maintenance is deferred. If identified maintenance issues are not addressed, the FCI will continue to increase. The Facilities department’s ability to accomplish maintenance is based on the available resources needed to address deferred and ongoing maintenance needs.
The Facility Condition Index (FCI) is an industry-standard metric used in facility condition assessments to provide a comparative indicator of the condition of a site. It is calculated by dividing the total cost of needed repairs or system replacements, known as the Physical Condition Budget, by the total replacement value of the facility.
Rather than using the traditional FCI scoring method, the County applies the Life Remaining Scale, which presents facility conditions based on the percentage of useful life remaining. In this approach, a 90% rating signifies that a facility is “On Track,” providing a clearer representation of long-term maintenance needs.
El Paso County began tracking the condition of facilities using FCI in 2023 and will continue the same method into the future. Historical tracking data has been retained by the County, but is not in the FCI standard, therefore the data cannot be used as a comparison to determine historical trends.
In our efforts to improve the overall condition of our facilities, we are working to implement a quality Facilities Management System, to aid in understanding and meeting our maintenance, rehabilitation, and replacement goals. This work will include an overall condition and cost analysis for each facility in the county. We will use this analysis to help determine the best action steps to ensure our facilities meet our goals.
