December 18, 2025 – El Paso County’s Department of Public Works (DPW) continues to make significant progress on its comprehensive update of the Engineering Criteria Manual (ECM)—the County’s foundational guide for designing, constructing, maintaining, and repairing public improvements.
To support this effort, the County has partnered with IMEG Corp, a national engineering firm with extensive experience in infrastructure standards and development guidance.
Since its launch in July, the scope of the ECM update has expanded to include a full review of all chapters as well as the incorporation of the Drainage Criteria Manual (DCM) into the ECM. This integration will help streamline processes, enhance consistency for the development and engineering community, and ensure County standards reflect modern engineering practices and regulatory requirements.
“The expanded scope of this update allows us to create a more unified, efficient, and user-friendly document for everyone who relies on the ECM,” said John Clack, DPW Professional Standards Engineer. “By incorporating drainage criteria and modernizing all chapters, we’re improving clarity, supporting responsible development, and reinforcing our commitment to public safety and quality of life.”
Updated Project Schedule
To accommodate the broader scope, El Paso County and IMEG have established a revised project timeline consisting of seven phases:
- Phase 1: Project Kickoff – August 2025 (Complete)
- Phase 2: Standards Assessment – August–October 2025 (Complete)
- Phase 3: Standards Drafting – October 2025–August 2026
- Phase 4: 50% Progress Set & Stakeholder Review – August 2026
- Phase 5: 75% Progress Set & Stakeholder Review – February 2027
- Phase 6: 90% Progress Set – April 2027
- Phase 7: Completion & Adoption – June 2027
As with any technical project of this scale, the timeline may adjust as needed to ensure accuracy, stakeholder participation, and alignment with regulatory requirements.
New Project Website Launches
El Paso County has launched a new project website to enhance engagement and transparency throughout the update process. The site provides a collaborative platform where community members, ECM users, and stakeholders can:

- Respond to the online kickoff survey
- Stay informed on project progress and upcoming engagement opportunities
