July 7, 2025 – El Paso County is pleased to announce Jack Ladley as the Executive Director of the Department of Public Works.

“It’s a privilege to lead such an exceptional team. The men and women of Public Works are the backbone of our infrastructure,” said Ladley. “From roads and bridges to stormwater systems and fleet services, their work lays the foundation for everything else our county depends on. I’m proud to serve alongside them as we continue to deliver consistent, innovative solutions for the residents of El Paso County.”

The Department of Public Works’ 280-member team plays a vital role in supporting the region’s infrastructure. They maintain 4,406 lane-miles of roadway, 262 bridges, and 10 dams across a service area spanning 2,158 square miles. In addition, the department oversees a $45 million annual capital program to fund key improvements and long-term infrastructure needs.

Ladley has served El Paso County since 2021 as Deputy Director of Public Works, also serving as the Interim Director since October 2024. Ladley brings more than 38 years of combined military and public-sector experience in infrastructure and operations to the role.

“Jack has demonstrated a remarkable understanding of our priorities and values during his time with El Paso County,” said El Paso County Administrator Bret Waters. “He has a strong desire to serve and a keen awareness of operations within our Public Works team. I am confident he will continue to lead the department with integrity and deliver quality service for our community.”

A 25-year U.S. Air Force veteran, Ladley was awarded the Bronze Star Medal for service during combat operations and has earned multiple Air Force and Defense Meritorious Service Medals for leadership and mission impact.

El Paso County looks forward to Jack Ladley’s continued collaboration with the Public Works team as they maintain and improve the critical infrastructure that supports every corner of the region.
