November 18, 2025 – El Paso County will improve stormwater drainage by constructing over 3,000 feet of new stormwater pipes along North Gate Boulevard, between I-25 and Struthers Road. Stormwater improvements will also include constructing a new permanent water quality pond between the north and south corridors of I-25, on the south side of North Gate Boulevard.

Activities will commence with construction of the pond on or around Wednesday, November 19. Work is scheduled to transition to construction of stormwater pipes along the eastbound lanes of North Gate Boulevard along the median and I-25 overpass in mid-December. Work will continue east along North Gate Boulevard and eventually head north along Struthers Road in the coming months. Construction is scheduled to be completed in Spring 2026.

El Paso County’s Department of Public Works is improving stormwater drainage in the area to achieve greater control of stormwater flows during heavy rain events. Flows will be directed into the new permanent water quality pond, controlling stormwater runoff into nearby Smith Creek. This project will improve the overall water quality of Smith Creek, a tributary of Monument Creek, and aligns with the County’s vision of being a trusted regional leader known for excellence in county service delivery.

The stormwater drainage improvements along North Gate Boulevard and Struthers Road must be completed before the County can proceed with planned road improvements in the area, which are scheduled to occur directly following the project.

Traffic Impacts:
  • North Gate Boulevard – outer eastbound lane beginning mid-December
  • Additional information and releases will follow as work progresses, and the timeframe of impacts are known.
Expect delays along North Gate Boulevard and Struthers Road from December until construction has been completed.
Safety Reminders:
  • Reduce speeds in and around the work zone.
  • Watch for workers, equipment, signs, and barricades.
  • Work will continue through the winter months and winter weather as able. Please proceed with extra caution.
