Why are we collecting this data?

Fleet Management is a division of the El Paso County Department of Public Works and is responsible for providing transportation and construction equipment assets to 21 organizations within El Paso County to ensure continuity of citizen service delivery. This includes providing life-cycle maintenance activities for 1,244 vehicle and equipment assets, fuel management to include fuel delivery to County facilities, and vehicle/equipment replacement programs.

What data is being examined, and what metric is being calculated?

The primary goal of Fleet Management is to ensure vehicles and equipment are operational and available when and where needed. The Fleet Management metric used to measure how well this goal is being met is ‘Fleet Readiness’ by each Department.

Fleet readiness is the percentage of the total number of hours a vehicle is available for use versus the number of hours it is unavailable due to maintenance/mechanical issues. Based on industry standards, our target is 95%. Our data for this metric is collected utilizing our Fleet Management System.

How is the data being used in support of our objective?

According to the data, our Fleet Readiness percentage has stayed relatively and consistently above the 95% goal. The exception to this has been the months of August to September of 2023. During this period, Fleet Management purposely took a significant portion of the Snow and Ice Control Fleet ‘down’ in order to conduct thorough, stem-to-stern inspections in preparation for winter operations. This is considered an industry best management practice that we intend to replicate on a yearly basis. A factor that has positively influenced the Fleet Readiness percentage has been the investment the County has made in maintenance and capital replacement programs. Without this investment, not only will Fleet Readiness percentage suffer, but so will the County’s ability to provide critical citizen services.

By tracking the Fleet Readiness percentage, we are also able to ‘drill down’ and look at Fleet Readiness categorically. Whether heavy construction equipment, automotive vehicles, heavy rolling stock, or other categories, the ability to track readiness not only informs how well maintenance activities are being performed, but also informs our choices in make, model, brand, and type of vehicle/equipment to purchase in the future. All this data helps ensure we are utilizing the resources that have been entrusted to us in the most efficient and prudent way possible to support all County Departments and better serve the citizens of El Paso County.

    2. Calculation Method: Fleet readiness is the percentage of the total number of hours a vehicle is available for use versus the number of hours it is unavailable due to maintenance/mechanical issues (i.e., “Department Asset Downtime”).
