Why are we collecting this data?

El Paso County recognizes that community trust forms the foundation for a successful relationship with its stakeholders. This trust is built through consistent actions reflecting good intent and strong competence. El Paso County has adopted Deloitte’s Trust Model to foster and strengthen trust, which focuses on four key factors essential to building trust: civility, transparency, capability, and reliability. We can provide clear and actionable insights into our performance by measuring and reporting on these four areas as our Community Trust Index. This index will allow us to assess where we are succeeding and where we can improve, demonstrating our commitment to serving the community effectively and responsibly.

What data is being examined?

Here’s a brief explanation of each indicator that contributes to community trust:

Civility: Civility is our approach to treating others with respect, fairness, and consideration in a way that signals positive intent to our community. This is important to the community because it ensures we resolve issues with safety, security, and satisfaction at the top of our minds and that we demonstrate and value respecting everyone regardless of background, identity, and beliefs.

Transparency: Transparency is being open and honest in our operations and communications in a way that signals positive intent to our community. This is important to the community because it ensures we are upfront, accurate, and accountable regarding our operations and communications as public servants.

Capability: Capability is the ability to deliver high-quality products and services effectively in a way that signals competence to our community. This is important to the community because it ensures our services are high quality, accessible, and good value for their taxpayer dollars.

Reliability: Reliability is consistency in delivering on our promises in a way that signals competence to our community. This is important to the community because it ensures El Paso County can be counted on to consistently deliver services and experiences with quality, in an efficient and timely manner.

How is the data being used in support of our objective?

We are leveraging data to support our objective by using it as a foundational tool to determine program elements that contain the components of trust. Through the future implementation of a customer experience platform, we aim to assess and establish a baseline score that reflects these trust factors. This baseline will enable us to measure current performance, identify areas for improvement, and guide us in making data-driven adjustments to refine and enhance our approach in the future. By doing so, we ensure that our efforts remain aligned with building and maintaining trust, while continuously improving the customer experience.
