February 5, 2026 – El Paso County announces the retirement of Todd Marts, Executive Director of Parks, who will conclude more than 31 years of public service at the end of February 2026.
Marts began his career with El Paso County in 1994 as an Interpretive Specialist. He advanced through leadership roles, including Program Coordinator, Nature Center Supervisor, Recreation and Cultural Services Division Manager, and Executive Director of Parks, a position he has held since August 2021. Throughout his career, Marts served as a steward of the County’s parks, open spaces, programs, and facilities.
During his tenure, Marts emphasized public service, conservation, education, accessibility, and collaboration. He focused on building partnerships, securing non-tax funding, and managing public resources to strengthen and expand County services.
“Todd’s career has been defined by his commitment to the people, places, and programs that make El Paso County Parks a cornerstone of our community,” said Bret Waters, El Paso County Administrator. “Through exemplary leadership and strategic investment, he has helped shape a parks system that will benefit residents and visitors for generations to come.”
As Executive Director, Marts oversaw park and trail expansions, master plan updates, accessibility improvements, fire mitigation efforts, and capital investments. He secured millions of dollars through grants, partnerships, and revenue generation to support El Paso County parks, nature centers, and fairgrounds, as well as fund operations.
In addition to his work as Executive Director, Marts previously guided the Recreation and Cultural Services Division, overseeing the County Fair, nature centers, and community events. During this period, the County Fair and Nature Centers generated more than $5 million in combined revenue and delivered numerous capital improvement projects. Additional career highlights include rebuilding the Bear Creek Nature Center following the arson fire and tripling public space at the Fountain Creek Nature Center.
